This will reset the HRM strap. Then remove the old battery and install the new battery properly. Ensure the module is fixed to the strap correctly. (only applicable to HRM’s with removable module) If using a HRM, wet the electrodes on the strap & position it on your body securely as per the user manual instructs.
Take the battery out and leave it out for a minute or so, or put it back reversed before replacing it the right way. Then try again. Whether it works or not after that send a message to Garmin Support. Tip. While you’ve got the battery out dab a touch of silicone grease to the screws before putting them back.
Back in the day I bought and HRM-Run, tried to change the battery and wow, it didn't work. I contacted the support and they sent me a HRM Pro, nice one. Fast forward, one year after I'm in the same situation. I tried to change the battery on my HRM-Pro and surprise! HRM-Pro DEAD again.

Sounds like the battery is weak and you're getting cadance lock. Clean up the internals and replace the battery then reassess. You can also try removing its connection from your watch then replace the battery and add it again after. r/Garmin.
After going through multiple HRM-RUN and an HRM-TRI, I would never get a Garmin strap again. 2- so I want to connect my HRM run to my Connect app, but the only option I found are the 2 HRM pro devices, so not the HRM run :( is that normal? 3- Finally I also want to check the battery level but I can not find any ways as I can not connect to the Connect app, which is what I am finding online to check the battery of your strap.
Fenix 6X sapphire here, but I don't think it's the watch because the dips happen over the course of 10 seconds or so and you can see the strap reporting 130, then 125, then 121, then 118, 116, 110, then back up. I don't think that would happen if the watch was just dropping the connection. Kinda bummed to see it is happening on the HRM-Pro too.
